Zusammenfassung

Inclusive school development requires that large-scale assessments for educational monitoring also measure performance at the lower competence levels in a conceptually sound and methodologically appropriate manner. In contrast to previous task pools in educational monitoring studies, which only provide biased results for this competence area, this first explorative new conceptualisation specifically for adolescents with a special educational focus on learning shows that it is possible to construct task pools for the lower competence areas. The aim of this article is to characterise all 88 application-related empirically easy or difficult tasks in the newly designed task pool on the lower competence levels regarding modelling phases, authenticity, and relevance. In the newly designed task pool, more items with relevance in more authentic and private contexts proved to be suitable. This exploratory finding should be taken into account in the further development of a competency model for large-scale assessment in inclusive settings.
